can we transcribe a YouTube video and use it as a content/article in our authority site? or should we only consider writing the content from scratch by hand

An authority site should have nearly 99% unique human-written (or edited) content.

That said, if you transcribe a video and embed the video on the page I don’t think it hurts your site at all. But it should NOT be the majority of the site done that way.
